This report also provides information about the condition of school facilities, citing that only 20% of schools with permanent buildings rated their overall condition as Excellent and 56% as Good. Plus, based on survey responses, 53% needed to spend on repairs, renovations, and modernizations to put the on-site school buildings in good overall condition.

Concerns of Overcrowded Classrooms

A number of studies show a direct correlation between overcrowding and the physical condition of school buildings and facilities along with how they impact student learning and educator teaching. Good facilities seem to be an important precondition for better student learning, achievement, and behavior.

On the other hand, crowded classrooms and/or decaying classrooms with peeling paint, cracked walls, leaky ceilings, worn flooring, poor ventilation, poor lighting, and nonfunctioning heating and cooling systems—to cite just a few—afflict many school buildings, especially in urban areas. These substandard conditions have been linked to lower scores on achievement tests, negative student attitudes, lower morale, and higher absenteeism. Teachers were not immune to the physical conditions of schools. Positive or negative effects on teacher morale, safety, teaching effectiveness, absenteeism, and job satisfaction were found to be directly related to the school building conditions.
